About the GAC

The GAC is an advisory committee to ICANN, created under the ICANN ByLaws. It provides advice to ICANN on public policy aspects of ICANN’s responsibilities with regard to the Internet Domain Name System (DNS). The GAC is not a decision-making body. It advises ICANN on issues that are within ICANN’s scope.

 

GAC Leadership

The GAC is an advisory committee to ICANN, created under the ICANN ByLaws. It provides advice to ICANN on public policy aspects of ICANN's responsibilities with regard to the Internet Domain Name System ("DNS").

The GAC is not a decision-making body. It advises ICANN on issues that are within ICANN's scope.

GAC advice has a particular status under the ICANN ByLaws. Its advice must be duly taken into account by the ICANN Board, and where the Board proposes actions inconsistent with GAC advice it must give reasons for doing so and attempt to reach a mutually acceptable solution.

The GAC appoints a non-voting liaison to the ICANN Board. This is normally the GAC Chair.

  • Leadership of the GAC and associated groups as agreed by the GAC.
  • Strategic liaison with ICANN; other ICANN advisory committees and supporting organisations; and with other relevant stakeholders.
  • Prioritising the work of ICANN staff in support of GAC activities.

Manal Ismail, EGYPT

Ms. Manal Ismail is Executive Director for International Technical Coordination at the National Telecom Regulatory Authority (NTRA) of Egypt. Prior to her work at the NTRA, she worked at the Egyptian Ministry of Communications and Information Technology (MCIT), where she has been involved in a number of initiatives that successfully served Egypt's national plan of building its Information Society, and at the Cabinet Information and Decision Support Center (IDSC) among the team who first introduced the Internet to Egypt.

Ms. Ismail has been representing Egypt on the GAC for more than 10 years and has served as one of its vice chairs twice, in 2009 and 2017. She has also served as vice chair of the first ICANN Accountability and Transparency Review Team (ATRT1), member of the IANA Stewardship Transition Coordination Group (ICG), co-chair of the Board-GAC Recommendation Implementation Working Group (BGRI-WG), co-chair of the GAC-GNSO Consultation Group, and member of the ICANN Middle East Strategy Working Group.

Ms. Ismail has led the establishment of the DNS Entrepreneurship Center (DNS-EC) in Egypt mandated to serve the Arab and African regions, contributed to various early community and ICANN efforts on Internationalized Domain Names (IDNs), and led GAC discussions until the successful introduction of IDNs. Ms. Ismail is an active member of the global Internet community. She participates to all global Internet Governance Forum (IGF) meetings, the Arab Internet Governance Forum (Arab IGF), the League of Arab States (LAS) Working Group on Domain Names and Internet Issues, and was member of the NETmundial Executive Multistakeholder Committee. She is founding member of the Internet Society Chapter of Egypt (ISOC-EG) and founding member of the Regional Internet Registry of Africa (AfriNIC).

Ms. Ismail holds M.Sc. degree in Computer Science from University of Louisville (UofL), Kentucky, USA, and B.Sc. degree in Electronic and Communication Engineering from Faculty of Engineering, Cairo University, Egypt.

Cherif Diallo, SENEGAL

Doctor Diallo was awarded a PhD degree from Telecom Sud Paris (former National Institute of Telecommunications in France). He is a holder of other degrees and professional certificates among others Masters in Engineering from «University Paul Sabatier (Toulouse, France), «Diplôme d'Etudes Approfondies» (DEA which is equivalent to Mphil) in Scientific Computing from University of Paris 6 (Paris, France), Professional Masters (DESS) in Information Systems Security and IT Auditing (Paris, France) and international professional certificate in information security - CISSP (Certified Information Systems Security Professional, isc2.org).

Dr. Diallo is also a holder of other professional certificates in information technologies systems, telecommunication networks and information security. His experience and expertise made him a leader of several international innovative projects owned by international companies in diverse business sectors.

Until his nomination to the position of Director of ICT in the Ministry of Post and Telecommunications of Senegal, he was a lecturer (full time Teaching and Research) at the University Gaston Berger (Saint-Louis, Sénégal) where he managed various teaching programs related to the internet technologies, telecommunications and Information System Security. Dr. Diallo is still working as part time Lecturer and Researcher in several universities among others: University of Paris-East Creteil (UPEC, France), University Cheikh Anta Diop (UCAD, Dakar, Sénégal), University of Thiès (Sénégal) , University Alioune Diop (Bambey, Sénégal) and French-American Academy of Management of Libreville (AFRAM, GABON).

Representative of Senegal on GAC of ICANN, Dr. Diallo is also active in African advocacy in area of internet governance by encouraging various stakeholders to participate in ICANN and the AfriNIC initiatives. As an active member of ISOC and the Senegalese Association of the Information System Security, he works more on the realisation of digital inclusion projects. He is also a member of the Group of the Governmental Experts of the United Nations (UN-Cyber GGE) in charge of thinking about the use of ICTs in the context of international security.

Supporter of the renewal and the renovation of the GAC of ICANN, he suggests carrying a project which is inspired by his technical, associative and governmental experience to help the GAC to keep playing an important role within the framework of ICANN reforms and to offer an opportunity to ensure a strengthened diversity.

Luisa Paez, CANADA
GAC VICE-CHAIR MARCH 2019–MARCH 2020

Ms. Paez works at the International Telecommunications and Internet Policy Directorate of the Department of Innovation, Science and Economic Development Canada (ISED) since 2015. As Senior Policy Analyst & Team Leader, she manages the team on Internet Governance and Domain Name Policy. In her role, she develops and advances the Canadian government's policy positions at the Governmental Advisory Committee (GAC) of the Internet Corporation for Assigned Names and Numbers (ICANN) and other international fora. Since 2017, she has been the Canadian representative to the GAC and has assumed the role of incoming GAC Vice-Chair for a one-year term until March 2020. Ms. Paez is contributing to the capacity development efforts of the GAC Underserved Regions Working Group to enable new and current GAC members to engage in ICANN's activities and policy processes. Prior to managing the Internet Governance Team at ISED, Ms. Paez was responsible for international telecommunications issues, representing Canada at the Inter-American Telecommunication Commission (CITEL) and at the International Telecommunication Union (ITU) to advance development, governance and gender equality.

Before joining ISED, Ms. Paez worked at the Department of Global Affairs Canada coordinating, advancing, and negotiating international policy issues in a variety of capacities. She worked as a Policy Advisor in the International Crime and Counterterrorism Division, as Political Officer for Brazil, and as Political Officer for the Nordic countries, coordinating Canada's bilateral political relations with Norway, Sweden, Denmark, Finland and Iceland.

Ms. Paez holds a Master's degree in Public and International Affairs from the University of Ottawa (2012) and a Bachelor's degree in Political Science from McGill University, Montreal, Canada (2008). She is based in Ottawa and is fluent in English, French and Spanish, and has a working ability in Portuguese.

Olga Cavalli, ARGENTINA

Olga Cavalli is an Internet leader whose work has been fundamental for enhancing a relevant participation of Latin America and the Caribbean in Internet Governance.

In her role of senior advisor of the Ministry of Foreign Affairs of Argentina, she represents Argentina in the GAC of ICANN, presently is the GAC vice chair and former GAC Vicechair (2014-2017). She is a member of the Committee of IGF Argentina, Organizer of LAC IGF 11 and ICANN LAC strategy, the ICANN CCWG and Co-chair of the GNSO WT-5 on Geographic names in new gTLDs.

Olga is a Member of the ISOC Board of Trustees. Co-founder: ARGENSIG - SSIG School on Internet Governance - Dominios Latinoamerica.

During 2007-2014 she was distinguished by the United Nations Secretary General, being part of the Internet Governance Forum's Multistakeholder Advisory Group, MAG.

Olga was the Argentina representative in WSIS (Tunis 2005), a Member of the National Commission on Cybercrime that defined the Argentina Cybercrime Law and the Digital Agenda.

Education: PhD Business Direction, MBA, Master in Telecommunications Regulation, Electronic and Electric Engineer.

Fluent in Spanish, English, Portuguese and German, and can understand French and Italian.

Olga lives in Buenos Aires and is the mother of Juana and Federico.

Pär Brumark, NIUE

Mr Pär Brumark is, since January 2013, the GAC Representative of Niue. He has a professional private sector background in Intellectual Property protection, IT-Security, Media industry (Film/Music), Domain industry and Public Relations. He has twice been nominated to the Swedish Parliament (National elections 2010 and 2014) and is a Board Member of, "Liberalerna" (The Liberal Party), Malmö, Sweden, since 2016.

As GAC Representative of Niue, he has attended all ICANN meetings since ICANN47. Pär Brumark was one of five GAC Appointed Members of the CCWG on Enhancing ICANN Accountability (WS1) during the preparations for the IANA Stewardship Transition. He is currently the appointed GAC Liaison to the ccNSO, and is also a member of the Underserved Regions Working Group (USRWG) and the Public Safety Group (PSWG).

Pär Brumark has an educational background in Media Technology, Lund University, Sweden, 1983- 86, with additional University studies in Law, Intelligence analysis and Methodology in Political Theory.

Thiago Jardim, BRAZIL

Thiago Braz Jardim Oliveira is a career diplomat in the Brazilian Ministry of Foreign Affairs. He holds a PhD in international law from the Graduate Institute of International and Development Studies in Geneva, where he also obtained a LLM degree. Prior to becoming a civil servant, he researched and taught at the Faculty of Law of the University of Geneva. He was called to the Sao Paulo section of the Brazilian bar in 2012.

ICANN Support

GAC members and leadership receive support from ICANN GAC staff team that provides a range of services to all GAC leaders, members and observers, including support for organizing meetings, providing substantive issue briefings, management of the GAC website and email administration, liaison with ICANN Org and other ICANN structures and coordination of a host of operational matters including membership management, working group facilitation support and the coordination of community travel support. Some of the specific support tasks include:

  • Maintaining the GAC mailing list and membership records
  • Managing incoming and outgoing correspondence for the GAC Chair
  • Administration of the GAC website
  • Arranging the translation of GAC documents
  • Co-ordinating the arrangements for formal GAC meetings including room bookings, liaison with hosts and technical support
  • Making arrangements for inter-sessional GAC meetings including call set-up and administration
  • Continuously reviewing and improving the way GAC operates
  • Providing support and assistance to new GAC members
  • Publishing the GAC Communiqué
