The GAC will discuss priority issues of interest and concern with the Board.
A: Questions FROM the Board: GAC response
What will be your main priorities in 2019?
- A workable public policy framework for GDPR/WHOIS, particularly with regard to access and accreditation.
- Implementation of outcomes of the CCWG-Accountability WS2.
- Ongoing development of policies for new gTLDs.
- Continuing improvement of the GAC-Board interface through the BGRI.
- Improvements to GAC operational issues, including Operating Principles, an independent secretariat function and the efficiency and effectiveness of GAC Working Groups.
How should ICANN's multistakeholder model of governance and Policy Development Process evolve to balance the increasing need for inclusivity, accountability and transparency, with the imperative of getting our work done and our policies developed in a more effective and timely manner, and with the efficient utilization of ICANN’s resources?
There does appear to a need to rebalance process and outcomes in these areas, as process has the potential to take precedence over substantive and timely outcomes. Examples include the work by the EPDP and the ICANN Board and ICANN Org on GDPR-related issues; and the New gTLD Subsequent Procedures PDP and its associated processes on geographic names and the Competition, Consumer Trust and Consumer Choice Review. The complexity of the current arrangements could be seen as to some extent self-imposed rather than required by factors beyond the community’s and ICANN’s control, and so any simplification should logically be within the capacity of the community.
The question of priority-setting has been discussed at several meetings, but not yet resolved in a manner that is meaningful to GAC members and probably other members of the community as well.

- Unified Access Model – process and timing
- Temporary Specification – next renewal process.
- IGO protections – next steps in reconciling PDP recommendations and GAC advice.
