ICANN85 - Session 12 - GAC Discussion on DNS Abuse Mitigation
11:00 - 12:00 UTC
Topics Discussed:
Topics Discussed: DNS Abuse
Session Details:

DNS Abuse is a priority issue for the GAC. Continuing on a program proposed since ICANN81 by the GAC co-leads for DNS Abuse (European Commission, Japan, and the United States), covering the 2024 global amendments to ICANN’s Registry Agreement and Registrar Accreditation Agreement, which created obligations for domain name registries and registrars to mitigate or otherwise disrupt DNS Abuse, and taking into account the GAC 2025/2026 Annual Plan which sets out a two-pronged approach to the GAC’s work on DNS Abuse, focusing on: 1) advancing policy work, and 2) developing the capacity of GAC members on this subject, during ICANN85 the GAC will discuss:
* Initial deliberations of the Policy Development Process (PDP) on Associated Domain Checks which will be launched in Mumbai and in particular the initial positions of the various communities including areas of convergence and divergence with the GAC position;
* Potential topics for future work in the ICANN community, as previously identified by the GAC and as discussed in the Preliminary Issue Report on a DNS Abuse PDP, for future targeted policy development, contractual negotiations between ICANN and Contracted Parties, or non-binding efforts (e.g., sharing best practices) and cooperation between relevant stakeholders;
* Possible DNS abuse mitigation efforts conducted outside ICANN’s remit and for instance concerning trusted notifiers programmes.
