Customer Standing Committee (CSC) - PTI Monitoring

Background

The ICANN Customer Standing Committee (CSC) ensures the satisfactory performance of the Internet Assigned Numbers Authority (IANA) naming function. The CSC was created in 2015 to essentially perform the operational oversight previously performed by the U.S. Department of Commerce’s National Telecommunications and Information Administration (NTIA) as it relates to the monitoring of performance of the IANA naming function.

 

The CSC is responsible for monitoring Public Technical Identifier’s (PTI) performance of the IANA naming function against the service level expectations in the IANA Naming Function Contract.

 

The CSC analyzes performance reports provided by PTI and publishes its findings.

The CSC is authorized to undertake remedial action to address poor performance of the IANA naming function, and if performance issues are not remedied, may escalate the issues to the ccNSO and GNSO.

 

GAC Participation

 Members of the CSC are generally liaisons from various ICANN communities. As the GAC more fully participates as a productive member of the Empowered Community[1], it is important for committee participants to serve on these new bodies. The GAC names one of its representative participants to serve as a liaison member of the CSC to assist the work of the committee.  The CSC Liaison works with other community members to regularly monitor the performance of the IANA naming function against agreed service level targets and, when appropriate, engages with the IANA Functions Operator to remedy identified areas of concern. The term of the CSC Liaison position is two years.

The current GAC liaison to the CSC is Nigel Cassimere (Carribbean Telecommunications Union) who begin serving his current two-year term in October 2018.
