Country requirements for notification of requests for release of country/territory names as second-level domains in new gTLDs.

  

The table below is established to facilitate notification of registry requests for release of country and territory names (NB. not two-letter codes) as second-level domains in new gTLDs. The table provides the respective country’s requirements for notification of such requests regarding the relevant country and territory name versions covered by the lists enumerated in Specification 5 of the Registry Agreement, notably:

 

  1. The short form (in English) of all country and territory names contained on the ISO 3166-1 list, as updated from time to time, including the European Union, which is exceptionally reserved on the ISO 3166-1 list, and its scope extended in August 1999 to any application needing to represent the European Union.
  2. The United Nations Group of Experts on geographical Names, Technical Reference Manual for the Standardization of Geographical Names, Part III Names of Countries of the World.
  3. The list of United Nations member states in 6 official United Nations languages prepared by the Working Group on Country Names of the United Nations Conference on the Standardization of Geographical Names.

 

The first column below identifies a country or territory and the second column its requirements for notification, where:

  • “R” indicates that all requests must be notified (in which case the country or organization concerned asserts its right to authorize the release of the country or territory name), 
  • “X” indicates that no requests need to be notified (in which case the country or organization concerned waives its right to authorize the release of the country or territory name), 
  • “B” indicates that requests from Brand TLDs (those who have signed Specification 13 of the Registry Agreement) need not be notified (in which case the country or organization concerned waives its right to authorize the release of the country or territory name under brand TLDs insofar as the brand TLD continues to be so) while all other requests must be notified

 

The table currently lists GAC Members’ requirements, although some have yet to state their requirements. Non-GAC Members do not feature currently but can be included on their own request. Some territories feature separately, at the end of the table. It should be noted that the assumed notification requirement is “R” for countries or territories that do not yet feature in the table.

 

In a third column, for Remarks, further precision on opt-out from notification requirements can be given by the country/territory in question and a fourth column is provided for specific contact information for notifications (this column, containing email addresses, will be omitted in the public version).
 

 

Note: In accordance with GAC Advice in the Singapore GAC Communique (11 February 2015), in case where a government requires notification of requests for all TLDs (R) or only a subset of these (B), or when a relevant governments has not indicated its notification requirement, the absence of input from a government shall not be considered as agreement for the release of the relevant country and territory name.

[1] The country or organization concerned waives its right to authorize the release of the country or territory name.

[2] The country or organization concerned waives its right to authorize the release of the country or territory name under brand TLDs (those who have signed Specification 13 of the Registry Agreement) insofar as the brand TLD continues to be so. 

[3] Countries and organizations concerned may describe other cases in which they don´t require notification of requests for release, e.g, to the use of their country or territory name in one or more of the languages indicated in Specification 5 of the Registry Agreement.
